"The Times," in a leading article, reminds Lord Rosebery that" Australians will have no call to express themselves with respect to the question of'the Chinese on the Rand, and that essentially he Transvaal's decision was taken on tbe -ame autonomous principle as that prevailing already in the. self -governing colonies.

For Liberals to interfere in order to upset the deliberately expressed desire of a colony would be a strange departure from Liberal principles.
