The reform leaders have proclaimed a. general railway' strike throughout Russia, as a protest against the constitution of the National Duma. ,
[Meaning probably a protest against its insufficiency.]

It is believed that tne railway strike is only a prelude td'"a general strike, which will take place at the end of the year; md which is intended to cause a lack of food in both Moscow and St. Petersburg.
