Tbe witness was of opinion that no payment could be made without being shown in the Defence Department or Treasury bookii.
Mr. Jellicoe crosa examined the witnesa as to, the Imperial payments, and said that he proposed to show that the Defence Minister as the result of arrangements, made with the Imperial Government had power to dipene with any audit in the colony in repect of a certain cla of payment.
The Chairman aid that the witae had already admitted that the arrangement w,as made for a post-audit instead of a pre-audit. Witness said he would "stick lip" an account if he thought it fraudulent, even though it were certified to by a certifying officer. If Cant. Seddon drew a payment from the Imperial authorities, the mank might cash the cheque without its appearing on the New Zealand Defence Department's books, but it would appear in tbe booke of the other Departments.
