LONDON September 26.
Mr. W. T: Stead, editor of the "Review of Reviews," in an article in "The Times" recounting his recent experiences in Russia, mentions that General Trepoff, Governor of St. Petersburg, frankly told the Czar, in reply to a question, that the establishment of the Duma was equivalent to an autocrat's limitation of his own autocracy. General Trepoff added: "But I think that the time is now come when it is necessary to do so."
