I Russia bases her objection to the pay- j ing of an indemnity upon Professor de I Marten's contention that it cannot be j claimed as Russian territory, is not held | by Japan, and also upon the argument j ! that as she has not acknowledged defeat,' 1 I she entered the Conference merely from ' I her love of peace, and from a willingness ! 1 i to conclude peace on honourable terms.
