DISTRESS IN RUSSIA.
FAILURE OF THE HARVEST. OEHERAI RISINGS FEARED. (Received 8.20 a.nu) ST. PETERSBURG, August 22. Great distress prevails in twentyfive provinces of Russia, owing to the entire failure of the harvest. General risings of the peasants are feared as a consequence of the prevailing destitution. Hanger and disease are rampant in many towns owing to the strikes.
