It is stated that before inviting tie second Russian plenipotentiary, Baron de Rosen, to meet him at Oyster Bay on Saturday, President Roosevelt secured the active and cordial support of Great Britain, Fraace anj Germany, and Irad com— munieated with the Mikado through Mr. Crriscom, the American Minister at Toltio. 1 Baron de Rosen spent as hour ; with President Roosevelt on Saturday, and he met M. de Witte yesterday and sprnt three hours with hra. Immediately after this meeting a message was despatched to I the Czar. TOKIO, Angvst 21. Count Katsura, after his interview with Sir Claude Macdonald, ! was received by the Mikado. A prominent Japanese has informed Dr. Morrison, " The Times' " Pelrin representative, who Is at Tβkio, and not at Portsmouth, U.S.A., as previously reported, that when i the conditions of peace were draft--1 ed the Government brushed aside ' the proposals the nations regarded !as essentials, and reduced the 1 terms to the smallest possible, to ' the most reasonable, the most ' obvious demands.
