The thin fraud practiced by the Czar upon the Russian people has occasioned great indignation which ia find-ing an outlet in rioting and general I strikes. All Polish, workmen have been ordered to strike, and the railways are j already at a standstill. President Roosevelt is understood to have advised M. de j Witte to suggest the submitting of the peace terms to arbitration, while the ' Japanese Premier was interviewed by the British Minister in Tokio. In each » case the representatives of the combatants afterwards commtmicated with their sovereigns. A Japanese meeting has opposed any modification of the peace . terms.
