(To the Editor.) ; Sir, —Would you- kindly answer in i your correspondence column what is the [ meaning oi Ratepayer in the Roa<l !soaru Ju-t. To explain my difficulty; does a ratepayer to bo a member of .' Road Board require to registered as the j owner of s-ome land in the district"? Or' is it enough that hn pays rates as ani unregistered leaseholder with or without , a purchasing dause? Or pays rates as; ofcupifT. and pays instalments with a' prospective ownership? In short, deftw. ratepaying without registration as lessee or owner entitle him to be a member of board? The land :s regisfcircd in another, name than the ratepayer , .*, and the ratepayer may pay rates as rent, or part rent. —I am. etc..
