Denies Pre— stare Surrender. i Received 8.28 a.m.) LONDON, February .3. I General Stoessel has arrived at Colombo. In an interview the commander at Port Arthur denied that the newspaper correspondents could have adduced facts in support of the allegation that the surrender of Port Arthur was unjustified. Tbe statement to that effect by Dr. Morrison, the Pekin correspondent of the "Times," was absolutely incorrect.
