EXPLANATION OF PLACARDS.
ST. PETERSBURG. February 4. It is semi-officially stated at St. Petersburg that the anti-British placards issued at Moscow, Libau and elsewhere were based upon senseless calumnies originating from the Agenee Latine, a n"\vs agency in Paris. The censorship, it is also stated, has been made stricter.
