The Russian Government ha? sent a ; Circular Note to the Powers in regard to the position of China with respect to the combatant Powers. The Note claims that Ruf>sia hap an absolute right to act in her own interests in the matter of the Chinese violations of neutrality, wiricfa are constantly taking place. I It is evident, say? the Circular, that ! China ie unable to fulfil her obligations under the laws of neutrality.
