Admiral" Ehtbassoff has been appointed the representative of Russia on the Dogger Bank Inquiry Commission, in place of' Admiral Kaznakoff, who, it was reported recently, had returned to St. Petersburg on the ground of ill-health. [The withdrawal of the Russian member cf the Commission suspended the inquiry, which will be resumed on the urrival in Paris of Admiral Dubaaaoff.} I
