The Smolensk and St. Petersburg have been acting from the Admiralty orders first issued, regardless of Count Lamsdorff. The latter suggested that British cruisers should act as messengers to thcruisers. It is believed that Mr. Balfou instructed them to insist on the Sn. lensk's and St. Petersburg's obedience. The steamer Valesia leit Barry, Wai with 26,000 tons of steam coal for Ln. Palmas on the 10th. Latterly the Germans have acquired 70,000 tons of similar coal, and it is now believed, inasmuch as it is consigned to North-west Africa, that it is intended for the Russian cruisers. aiGHTFICAKT FIGUKE6. ■ (____eiv_d 8.45 ____) | LONDON, August 28. I The "Daily Express" states that the Russians have stopped, seized or sunk 39 British, seven German and eight other vessels. The Japanese, on the other hand, have seized two British, seven German and eight other vessels. The Russians j have liberated all the German captures j except the Tea.
