The most important news this evening, although not the most dramatic, is probably the finding of the Shanghai Naval Court in Tegard to the sinking of the British steamer Hipsang. The Court i&cided that the action was unjustified, inasmuch as the ship had no contraband on board, and was quietly voyaging from Niu-ctrwang to Chifu with flag flying and lights burning. What is believed to be the critical attack on Port Arthur is ow taking place, and it is said that the. victory of the latest battle, which is of a desperate character, is hanging in the balance. It is stated that owing ,to the detaching of Japanese troops to reinforce those before Port Arthur. Kuropatkin is preparing to assume the offensive. A vivid picture is drawn of the terrible disaster to I he Japanese when crossing the Russian mine field.
