LEGISLATIVE COUNCIL (By Telegraph—Parliamentary Reporter.) WELLINGTON, Thursday. In the Legislative Council the second reading of the Counties Act Amendment Bill was moved by the Attorney-Gen-eral. The Hon. J. E. Jenkinson objected to the limiting of the time within which the Minister may disallow any by-law relating to the licensing of vehicles. He was also of opinion that not only the licensing, but the whole conduct and control of billiard rooms should be subject to by-laws. The second reading was agreed to. The second reading of the Land Drainage Bill was agreed to, the AttorneyGeneral accepting a suggestion that the bill be referred to the Waste Lands Committee. The Domain Boards and Fencing BiDs were also put through the second reading, and the Council rose at 3.35.
