LONDON, July 28. A prolonged meeting of the Imperial Defence Committee has been held, the Prime Minister (Mr. Balfour) presiding. I The Attorney-General (Sir Robert Finlay) was present at the deliberations to | give advice upon the legal aspect of the j situation, as well as nearly all the naval and military members. Mr. Balfour, speaking later in the House of Commons, said he hoped in the course of to-day to make a statement with \ reference to the seizure of the Malacca and the other steamers. Referring to what he described as the regrettable incident of the Knight Commander, he said he feared that Russia j had committed a breach of international j law.
