(Received 9.25 a.m.) LONDON. February 2. The "Standard" says that as the Government is refraining, it is probable that a private member will introduce the Irish Roman Catholic University Bill, and if the Nationalists are favourable to it Mr. Balfour will give facilities for dealing with the measure, but he will not expect his followers to support the measure a.s a test of party loyalty.
