M. Messimy, the reporter of the ■French Naval Budget, states that had France fought England in the year of $he tfashoda incident the naval odds teetrid have been an three to two. By 1907 they would be as four to two. He advised the creation of a Council of National i)efence and Control, which Would harmonise the joint efforts of the naval and military forces.
