SOFIA, September 23. Count Goluohowski and Count Lanisdorff have informed Bulgaria that in the event of war with Turkey it will be localised, and the status quo maintained at the conclusion, when the scheme of reform will be resumed. They further admitted Turkey's right to mass troops on the frontier. anJ Count Ooluehowski considered that the slaughter of two thousand Macedonian peasants did not warrant complaints that Turkey was bent on the extermination of the race. Germany concurred with Austria and Russia, while England and Italy have not replied. France'is guardedly sympathetic, and M. Deleasse has undertaken to submk the Bulgarian appeal to his Cabinet.
