An army order l«l'3 just been issued, containing a drastic warning to commanding officers against allowing extravagance in their regiments, and stating that the propriety of an officer's remaining in command will ,not be recognised 'if he fails to enforce, the letter and interim tion of the regulations forbidding -extravagance among .'officers both collectively and individual!}!:. ~ ,«,. ■
