Sir Henry Canipbell-Bannerman explains that in his speech made on June 5 attacking Mr Chamberlain's uscal scheme, wherein he declared that linilKons fii the population were underfed, lie used Mr Charles Booth and Air ft S. Rountree, the eminent socialist reformers, as his authorities. They had proved that 30 per cent, of the population of East London and York were underfed and on the verge of hunger. If that proportion were applied to the whole population of Britain they would get the 12 millions.
