RUSSIAN PREPARATIONS

46,000 TROOPS OUT

PEKIN, July 13. There are 30,000 troops at Port Arthur, and 10,000 more are expected.

The conference at Port Arthur includes the Governor of Vladivostock, the Russian agents in Corea, the railway and steamship officials, and a group of St. Petersburg financiers. The chief question now being discussed is that of the advisability of the consolidation of all Russia's Far Eastern possessions under the control of a Governor-General.

The Russian Mining and Lumber Company, which is practically a Government institution, controls the timber concessions in the _alu district, and is introducing tramways and electric light at -Newclnvang, Mukden, and Harbin.
