DISCUSSED BY THE COUNCIL.

Another discussion took place at the meeting of the Grey Lynn Borough Council last night upon the allocation of the £3000 proposed to be raised by loan for work on boundary roads. The matter was introduced by the Mayor (Mr R. T. Warnock) reading a draft of a proposed circular tc ratepayers, in which the suggestion was to allocate the £3000 as 'follows:—Great North-road, £1850; Ponsonby,£3oo; Richmond-road,£2Bo; Cox's Creek Bridge. £400; preliminary expenses, £50; Interest for first year, £120: The Mayor explained that in deference to the opinion expressed at the public meeting, he proposed to take the £150 suggested for Surrey-crescent and add to the Rich-mond-road, so as to dc kerbing and channelling as well as cutting off the rise at the junction with Ponsonby-road. If the loan was not carried by the electors, then Great North-road and Ponsonby-road would have to be done out of ordinary revenue. Cr. J. Farrell said as the loan was advertised to be expended on boundary roads only, nothing could be spent on Surrey-crescent, as that was a ward matter. He also contended that as Rich-mond-road ceased to be a boundary one beyond Cox's Creek Bridge, any expenditure on the other side would have to be out of Richmond Ward allocation. He also objected to kerbing and channelling being done out of the loan, as he contended that footpaths were also chargeable to the wards, and not part of boundary roads. He did not think it fair to ask ratepayers generally to pay a rate merely to make footpaths in Ponsonby, Richmond, and Great North roads. He advocated only raising sufficient loan to do the Great North-road without footpaths, and Cox's Creek Bridge. The cutting at the top of Richmond-road could wait until the Tramway Company was ready to commence laying the lines there. Cr. White opposed any alteration of the original plant. i Cr. Foster advocated doing the work thoroughly on the boundary roads. He was only sorry the £150 could not be expended on Surrey-crescent. Cr. Booth strongly objected to taking away the small item required for Surreycrescent. Cr. Brlnsden said the kerbinj* and channelling mnst he done on Great 'Northroad. Cr. McMaster spoke strongly in favour of sticking to the original scheme, whether Surrey-crescent was a boundary road or not. Cr. Donald objected to any deviation from the original scheme, and moved that it be adhered to. This was seconded by Cr. Foster and carried, an amendment by Cr. Farrell in favour of only raising- enough to do the Great North-road without the footpaths, and also to do Cox'? Creek culvert, lapsing for want of a seconder.
