The Kaiser, desiring- to give the people of the province of Alsace-Lor-raine a special proof of his goodwill, has abolished the dictatorial powers held by the German Stutthalker or Governor.
[The province of Alsace-Lorraine is called a Reichsland or Imperial territory, and is governed by a "Statthalter" appointed by the Rmperor. There is an elective Provincial Committee of G8 members. The area is SCOI square miles of what was once French territory, embracing' the fertile plain between the Rhine and the Vosges, and stretching as far as Luxembourg. The population was 1,717,451 at last census, nnd French is spoken by about 210,000 persons.]
