PEACE PROPOSALS.

TflE TERMS OF SURRENDER

fcOER LEADERS CONSULTING THEIR [ FOLLOWERS

LONDON, April 21

■ The "Daily Telegraph's" Pretoria correspondent states tha,t it, is significant that the majority of the Boer delegates ordered clothes and groceries at Pretoria for early delivery.

The "Standard" confirms the statement that the Boer leaders were allowed to meet Lord Kitchener and lord Milner for the purpose of discussing" the terms of surrender. Britain, it says, insists on the surrender of arms and the acknowledgemenjj^of the supremacy of their lawful Sovereign, though willing to consider their views on minor points as to the settlement. The "Standard's" Pretoria correspondent says a tentative agreement regarding a basis of assured peace was reached on the Boer initiative. yj.: The leaders have gone to their respective headquarters —De Wet to Heilbron, Meyer and Reitz to Northern Transvaal. Arrangements have been made to enable the burghers to meet at different rendezvous on given dates and hear a clear statement of the British terms. There is to be nothing in the nature of an armistice except on the dates of the meetings. It is possible that some Free Staters may prove recalcitrant. It is expected that the Transvaalers, almost to a man, will acquiesce in the ■wishes of the leaders. , The past fortnight's severe losses will doubtless have a great effect in inducing a sensible view. The "Standard's" Kroonstad representative says that Sehalk Burger and Ms colleagues recently have not been taking the slightest heed of Krugei and his satellites in, Europe, but, "on the contrary, mention them in terms approaching contempt.
