RUSSIA AND PERSIA.
ST. PETERSBURG, April 9
A Russo-Persian loan of ten million roubles has been arranged on the same conditions as the loan of 1900.
The "Novoe Vremya" states that the D'Arcy oil concession in Persia, following on the heels of the AngloPersian telegraphic convention, is a fresh blow to Russian influence and interests in, that, country. Vigorous action is necessary to regain lost ground there.
