RUSSIAN REVOLUTIONARY PROPAGANDA.
ST. PETERSBURG, April 1
A seditious proclamation has been extensively circulated in Russia. It declares that the Government regard workmen as a vile herd of animals witbotit knowledge, will or rights. The students, it says, are determined to free the workmen, despite the tyranny of the Government or the gendarmes' lash.
