Constantinople advices state that Lord Lansdowne, Secretary for Foreign Affairs, has explained, in connection with th* recent incident at Koweyt, tha*a sailor hoisted a British flag- on Marabouk's palace simply to signal to a cruiser, and thereafter it was hauled down.
