The Marquis Thong lias received"a telegram from Singanfu stating that the Dowager Empress is at Jvaefengu. in the Honan province, and will not return to Pekiu herself, or permit the Emperor to do so. fearing lest he would be entrapped by the Chinese reformers or the allies.
