LONDON, June 27.
Lord Salisbury, addressing the United Service Club at the Hotel Cecil, said it was undoubted that an early and complete victory in South Africa was imperative to teach the world, especially South Africa, that if British frontiers were violated, there would be a bitter time for the •violators.
