BOARD OF EDUCATION.

The fortnightly meeting of the Auckland Education Board was held to-day in tlie Victoria Arcade. The chairman (Mr. L. J. Bagnall) presided, and there were also present: Messrs. S. Luke, P. Farrell, W. La-mbe, J. McKenzie.

Averages. —A notification was . received that an Order-in-Council had been issued, permanently abolishing* strict averages, and substituting working averages. Teachers' Selection Committee.— This committee recommended that the following appointments should 1)0 authorised by the Board: Miss V. M. Ballance, to be teacher of Oruaiti School; Miss F. I_. Hamley, to be teacher of Bmipuke School; Miss M. Butcher, to be teacher of Elstovv School. Waitoa; Miss E. N. I. M. Chapman, to be teacher of Katikati No. 1 School; Mr. A. J. Long-, to be teacher of Waiharara School; Mr. C. J. Brockliss, to be teacher of Baupo ("aided"') School; Mr. A. L. Sheppard, to be second assistant master INewton East School; Miss 11. McGee, to be first assistant Cambridge School; Mrs. if. M.P. Finlayson, to be assistant teacher Whakatane School; Miss C. G. Goldsworthy, lo be assistant, teacher Ellerslie School; Miss L. A. Roberts, to be assistant (in charge of infant department) Waihi School; Mr. J. S. Dohll, pupil teacher, from Wellesley-street to Tauranga School; Mr. F. VV. Hobsonville^ Aorba, Dargaville ahd Waikomiti. The report was adopted.

Finance Committee.—This committee reported that the tender of Mr. J. D. Chalmers (£433) for erection of school building at Waiau had been accepted. The committee have ihl--formed the Minister that, the old Carbines offered on loan for use at teachers' drill classes are considered to be unsuitable for the purpose.. Your committee have authorised th_ supply of model rifles to the cadet corps formed, or in process of formation, at the following schools: Onehunga, Ivauaerangu Baillie-street. Napier-street. Parnell, Grafton, Ponsonby, Waihi, Wellesley-street, Beres-ford-street. The committee cannot recommend the adoption in its present form of Mr. McLeod's scale of salaries for assistant teachers. The committee recommend the award of an extra junior district scholarship to Albert J.. Hansen, of the Whangsmarino school, one of three candidates who stood next highest to the winner of the 24th scholarship at tlie late examination, being separated from him by one mark only.—The report was adopted.

New Schools. —Applications for new schools were dealt with as under: — Breccia Hills, Dome Valley, declined on the report of Inspector E. K. Mulgan; Hakarau (aided school), granted; Kai'Uka (ten children), granted; _vomokarau (17 children), granted as an aided school;. Netherton, referred to inspector; Ohiwa, declined; Pokekaroro, declined; Tangeao, half time with Wnerengfl, referred' to tlie committee; Waiheke, declined.

Chairman's Report.—The chairman's report was adopted. It stated that the Avoca school would be opened immediately. The following resignations had been received: — Messrs F. T. Haselden, relieving teacher; Miss F. E. Hamley, Matapouri; Miss E. Macky, Paterangi; Miss M. A. Adl! ngton, Brooklyn; Miss M. L. Telfer, Ponsonby; Miss M. A. Heighway, Nelson-street; Miss S. L. Stewart, Dargaville; Mr. 11. B. Hughes, Nelson-street; Mr 0. W. Williams, Beresford-street; Mr A. R. Miller, Ponsonby.

Auditor; —Mr Alexander was reappointed auditor of school fund accounts. •

Tenders.—Four tender*., were received for the building of Makarau school, estimated cost £ 160, that of Mr Grayson, £139, being accepted. For the addition to Woodbill teacher's hou-se Mr Coleman's tender, £136, was ac*ce'pted. Additions to Kamo school, estimate £75, Mr Williams' tender, £73. was received. One tender was received for repairs to the Paeroa school, £120, double the architect's estimate, and it was decided that the foreman cany out the work. Salaries—The Secretary for Education, in -reply to a telegram from the Board, wrote stating that tlie matter of fhe distribulion of the vote for increases to teachers' salaries was still under consideration. It was decided, on receipt of a definite reply, to hold a special meeting of the Board to consider the matter. Technical School.—The Under-Secre-tary for Education, Mr Hogben, wrote that the Department could not grant the guarantee of. £200 asked for by the Board in connection with the Technical School, but stated •that the allowances to be granted to the Boards for technical education would probably insure the Board against, loss. Mr It. Farrell moved that the matter of taking; over,, the management of the Auckland .Technical School be referred tto the Legal and Finance Committee to make arrangements with the committee for the taking over of the school; This Was agreed to, and it Was further resolved that application

Swimming Grant.-^The Education Department wrote that) Auckland's share of the grant of £300 for the encouragement of swimming was £M 3/10. It was decided that the amount be expended Solely ih the teaching of swimming, and the matter was referred to the Finance Committee with1 power to act. An offer of the Nirvana Tea Company for £10 wOrth of prizes was accepted. District High Schools.—-The Chief inspector, reporting on district high schools, suggested that high schools could be established in Hamilton, Paeroa, and other larger centres. He recommended that the Board request, committees in these towns to state whether fifteen or more pupils would attend high schools if they were established. The suggestion was adopted.

Model School.—Mr D. Petrie, M.A., chief inspector, reeommemded that a model school, to accommodate 3d pupils, be established near fieresfordstreet school, for the instruction of country and inexperienced teachers. The matter was'referred to the, Teachers' Selection Committee, 'to consult with Mr Petrie.

Protest.—A letter was'received from the Education Institute protesting against tlu. appointment of head teachers to Aoroa, Turua, Te Kopuru, and other schools without advertising the vacancies. _ Mr Bagnall said that it was the custom ot the Board to advertise vacancies in the larger schools, but uot in the smaller ones, unless no teacher could be found willing to accept. It was decided that, the letter be received with thanks.
