Mr J. S. Larke, agent of the Canadian Government, in an address delivered before the Chamber of Manu-
faeturers, in advocacy of reciprocity and preferential treatment of British goods in the interests of tbe Empire, said if it were desired to get New Zealand into the Federal compact, it would never be done by putting on an adverse tariff against her.
