GENERAL CHAFFEE'S ADVICE.
HONGKONG, September 30.
General Chaii'ee, the American commander, has recommended the Allies to withdraw to Yiffigtsun and Tientsin, retaining a mixed guard at Pekin. He declares that it is generally admitted that the restoration of the Chinese Court is essential.
