ANGLO-GERMAN UNDERSTANDING
LONDON, September 10
The "Morning Post's" Washington correspondent states that -two European Powers have approached Lord Salisbury, suggesting that Sir R. Hart should negotiate peace on behalf of the Powers.
Li Hung Chang is awaiting an edict appointing additional negotiators. . There are indications that- Lord Salisbury has assured the-Emperor of Germany that Great Britain will not withdraw from Pekin. . Renter's Pekin correspondent states that the Germans propose the formation of an allied force to cooperate under General yon Waldersee in the province of Chili. The commanders of the various forces have referred the proposal to their Governments.
