BRITAIN CANNOT ACCEPT
FRANCE WAVERING.
A SUICIDE EPIDEMIC.
LONDON, September 3
The "Times" says that neither the honour nor the interests of Britain permit her acceptance of the Russian proposals. The German newspapers declare that withdrawal would "be a fatal confession of weakness. France is wavering as to the action she should adopt. Reuters correspondent states that Li Hung Chang announces that Kukwei, the heir-apparent of China, has committed suicide at Paotingfu.
An epidemic of suicide prevails in Pekin, whole families hanging themselves.
