Sheng, Director of Telegraphs, Li Hung Chang, and the Chinese Minister in London, declare the Dowager Empress leftJPekin a week ago. Before her flight from Pekin the Dowager beheaded Dhsutsung and a dozen other officials, and imprisoned" Yung-Lii.
Li Hung Chang asks for an armistice, and offers to open peace negotiations.
