Tlio announcement that Britain had lent the Viceroy of Wuchang-'£75,000 at 4.J per .cerit to pay the provincial troops has irritated French newspapers Immeasurably. The journal: "Debats", declares that nobody can prevent France disembarking1 troops at Shanghai.

The "Times" blames Great Britain for not exercising ordinary ju'udence and foresight in China..
