' HELSINGFORDS (Finland), July 2. —The Finnish Senate has addressed a memorial to the Czar declaring its inability to promulgate the imperial rescript regarding the introduction of the Russian language in Finland, the limitation of the right of public meeting, and the granting of the right of Russians to carry out certain trades prohibited to Finns.
