BERLIN, July 28
The Emperor, in a farewell speech to the German troops for China, prior to their embarkation to Bremerhaven, said: — "Your mission is to avenge the death of the Ambassadors and other Europeans. "When you close with the enemy remember that no quarter is to be given and no prisoners taken, i '■•. "Use your weapons so that for 'a; thousand years no Chinaman shall look at a German askance. "Prepare the way for Christian civilisation. Good-bye, comrades." It is semi-officially announced that Germany and Russia consider col-' lective action in inflicting exemplary punishment on China is imperative.
