TWELVE NEW CASES AT NOUMEA.

From' February Oth to 17th, inclusive, twelve new cases of plague were reported, and five deaths occurred.

The Premier, replying to Canada's protest re the Cape cable, said Victoria was only anxious to ensure proper competitive conditions, not to depart in any respect from arrangements entered into as regards the Pacific cable.
SYDNEY, February 21
Air Warren, representative of the Eastern Extension Company, interviewed Mr Lyne in reference to tne company's Cape cable proposals. He interviews the Postmaster-General tomorrow. Ah- Lyne states that Victoria has agreed to the suggestion that i*t is necessary to obtain an alteration of the proposals to provide against other private companies that may desire to lay a cable being unduly handicapped. The Canadian Government cabled to Air Lyne strongly protesting against. the Cape cable, as injurious to £ie Pacific cable scheme.
