DEVONPORT AND BIRKENHEAD FERRY SERVICE.

Sir, —The Works Committee of the Harbour Board have decided that, as the different steamers are inspected by the Government Inspector and receive Government certificates of their being in a condition to run with safety, that therefore the Harbour Board have no jurisdiction over them. Surely when these boats have to be licensed by the Harbour Board, and all time tables, have to rjteeive their .approval, there must be rorae power by which they can take action W-heii well grounded complaints are brought of irregularity or inadequate 'services; of discomfort to passengers, damage to their clothing, etc., caused by priming from the engine ? If not, We expect the present energetic and progressive chairman will at once take action to acquire powers by Which by-laws can be established and'penalties enforced on the breach Of them, and also that tho ferry traffic should be under the supervision of the Harbour Board traffic manager, -who should be placed in an independent position similar to the city Traffic Inspector, and so relieve the public of the necessity of having to proceed themselves.
