A PtEGRETTABLE INCIDENT.
PARIS, February 5
French newspapers assert that M. Loubet decorated M. Leaudre, author of the recent objectionable caricature of Queen Victoria. Sir Edward Monson protested, referring to the matter as a regrettable incident, M. Leygues, Minister of Public Instruction, replied that Leaudre . had caricatured oiher sovereigns without protest being made.
