PRAISE FOR COLONIALS

LONDON, February 3.

Mr Goschen, First Lord of the Admiralty, has made a powerful andrenssuriiig speech. He claimed the Cabinet's ful?. and collective responsibility. Foreign Governments were friendly, but the Government were alive to the gravity of the .situation, and were elaborating plans for .■satisfactory home defence. He warmly 3ongratula-ted Mr Chamberlain upon winning the affection of the colonies. The affection of the colonies, for the Motherland was unstinted. Their ■loyalty and generosity had aroiised :he world's admiration. It was apparently a return for past consideration. Mr Goschen also stated. that Uie Admiralty had assisted the army Svith heavy guns, without impairing *he resources of the navy.
