In the course of a speech Earl Grey likened the burgher principle in the South African Republic to the volunteer, system:of England. He expressed' the opinion that the adoption of the volunteer system would be a guarantee- against' the invasion of the United Kingdom. Earl Wemyss, Colonel of the London Scottish volunteers, who takes a prominent, interes? in the volunteer movement, is enrolling a volunteer reserve of half-a-million men.
