PARLIAMENTARY NOTES.

WELLINGTON, this day. LOCAL GOVERNMENT 'REFORM.
The Local Government Reform Act has now been circulated. I,t simply provides that in every case where under any act provision is made for submitting any proposal to the votes of the ratepayers or the burgesses of a district, such proposal shall be deemed carried if the valid votes recorded in favour of the proposal outnumber those recorded against it. This does away with the influence of absentee. THE FINANCIAL DEBATE. So far only 19 members have spoken during- the present debate, and as at least 40 move are to speak, speechmaking is likely to last for another fortnight. In view of the block: that is practically certain to occur over the estimates the end of the session still looms afar.
