The British press at the Cape is violently protesting against the Afrikander Bund dictating Imperial policy. ! A surprise is expected in Sir Alfred Milner's speech at the opening of Pai-- , liament on Friday. LONDON, July 12. Mr Chamberlain states that it is ■ impossible to define the effect of the I Transvaal proposals. Apparently they will have no immediate effect on the 1 representation of aliens in the First Yolksraad. CAPETOWN, July 12, Mr Hoi'meyr, Leader of the Bond party, on being interviewed, said the Boers have no illusions about the result of a war. They do not expert much assistance from Afrikanders. Merchants 'have asked Mr Keitz, the Transvaal Secretary for State in the event of war, not to turn the forts against Johannesburg. A reply has been pi^omised. The Uitlanders' Council have re- ! solved that the Transvaal proposals are delusive and utterly inadequate. All the South Alrican newspapers ! are supporting Sir A. Milner and insisting that guarantees should be given' that British rights shall continue unimpaired. MELBOURNE, this day. Sir Eupert Clark has offered for active Service if Australian troops are sent to the Transvaal.
