The Transvaal dynamite monopoly correspondence . has been published. Mr Chamberlain contends that; the monopoly is a breach of the Convau•tion. . Mr T. W. Reitz, the Transvaal State 'Secretary, denies the right of the British to protest. The tone of his despatch is aggressive and offensive. Mr Chamberlain reiterated his protest and reserved his right.
