COMMISSION TO CONFER AT WASHINGTON.
A GERMAN STATEMENT.
MAINTENANCE OF TREATY
RIGHTS
WASHINGTON, April 16,
The members of the Samoan High Commission will confer at Washington.
America has despatched the cruiser Newark to Samoa.
[The Newark is a protected steel cruiser, twin screw, 4098 tons, 8869 h.p. Her principal armament is twelve 6-in breech-loading- guns, and her speed is 19 knots. She carries 34 officers and 350 men.] .
BERLIN, April 15
In the Reichstag, Baron. yon Bulow, the Secretary of. State for Foreign Affairs, in a temperate but firm speech, upheld the Samoan, Treaty, which' he said would secure the principle of unanimity. The Commission would assume the Provisional Government, and would control the Consuls and warships, restore order, and make recommendations as to future arrangements. War by civilised Powers over the matter would be criminal. The maintenance of Germany's treaty rights the nation considered a point of honour. Mataafa had been unanimously elected king, and it required a unanimous vote to depose him.
BERLIN, April 16
The Reichstag unanimously approved of Yon Bulow's declarations with reference to Samoa.
SYDNEY, April 16,
In the course of an interview, Major-. General French said he considered 1000 men were necessary. to quell the Samoan rebellion.
