THE LEAGUE OF WHEELMEN

A special meeting of the League of Wheelmen was held last night, all the delegates being present or represented.
A motion to exclude newspaper representatives from the League was lost by 77 votes to 13. 'A motion to abolish the TouringCouncil was rejected by .a large maiority. * It was decided to allow the louring Council to make a levy of 6d per member on clubs desiring to participate, in touring advantages. Two other proposed touring rules were rejected. ■ It was decided to amend the amateur section of the .League's constitution as follows:—'A League amateur is one who is the holder of an amateur license from the League, and who has not since November 4, 1897, (a) engaged in or assisted in, or taught any "athletic" exercise for money or other remuneration. Formerly an amateur cyclist under : the League was not required 'to be an. amateur in other branches of athletic sport. The new rule compels an amateur cyclist to be an amateur rower, etc., as well. The motion was carried by 59 votes to 22. It was decided to recommend that the rule should not be made retrospective,
